The rulebook default: build to the army list and nothing more. Ingude adds no checks of its own for Open War: the percentages, unit caps and 0-X limits it already applies come from the army list, and hold whether or not a comp is selected.

Build a list with Open War

Nothing to check

Open War adds no rules on top of the army list, so selecting it changes nothing about how Ingude validates your list. Every limit you see while building — the category percentages, the 0-X entries, the unit size caps — comes from the army list itself and applies with or without a comp.
